In the Mid-1980's, a group of local purchasing professionals began meeting informally to discuss topics of common interest. Some of those first professionals were Frank Murphy (Brazos Valley Development), Tom Wilson (City of Bryan), Virginia Kettler (City of College Station), and Rex Janne (Texas A&M University).
After the first few meetings it was decided to formalize the group and the name was settled on the currently known name, Brazos Valley Public Purchasing Association (or as it is better known, BVPPA).
Soon after the decision was made to become a charter member of the National Institute of Purchaing (NPI). In the early 1990s, the chapter applied for the NPI Chapter of the year and was awarded this title three years in a row from 1991-1993.
Other early members of the group were Cheryl Turney (Brazos County) and Gary Spence (TMPA)
Because of these founders the association was and still is an organization where purchasing professionals can gather, share ideas, and assist each public entity in providing an educational outlet for the members.
